Conţinut: By Government Decision Nr. 51 dated 29 january 2009 regarding the structure and function of the Ministry of Education, Research and Innovation has been approved the organizational pattern of the ministry, which includes the  International Students Department (ISD), operative since 15.06.2009.

The main objectives of the International Students Department:

1. Promotion of Romania's scientifical image overseas and attraction of a growing number of foreign students;

2. Support of the accredited state and private universities and promotion of their educational offer at international level;

3. Development of support materials and participation at educational fairs for promoting the Romanian educational system. In order to meet these objectives, we consider:

• increasing the international prestige of Romanian universities, through their curricula harmonization along with the one belonging to similar universities abroad and its periodical update; at the same time, we will support the actions of inviting the internationally recognized professors from foreign universities, as well as authorizing prestigious professors from our country to hold lectures at universities which might bring in more foreign students (Maghreb, Africa, China, India, Pakistan, South-East Asia, South America, etc);
• promotion of Romanian educational system through inosculated universities participating in the reception process of foreign students, by developing, editing and printing promotional material like brochures, leaflets, flyers, CD's, DVD's;
• development of a "Student's guide", intended for non-EU citizens who wish to study in Romania, printed in the main international languages;
• supportig the creation of an institutionalized form of „The club of former foreign students in Romania", which will be named „Romania's Friends" as well as creatingt a forum/chat-room (in romanian) with the purpose of exchanging opinions, advices, etc., formulated by the target group;
• achievement of a „Good Practice Guide" by consulting prestige universities in the field and its promotion;
• organization of summer theme camps for foreign students and/or foreign citizens which are studying/studied in Romania, in collaboration with the Ministry of Tourism;
• supporting the Romanian universities in the achievement of academic partnerships with similar universities abroad as well as founding Romanian universities networks overseas;
• popularisation of scientific activity of romanian universities through Foreign Affairs Ministry, as well as within the framework of diplomatic missions and cultural institutes of Romania abroad;
• formal and institutional meetings with embassy and cosnsulate representatives of countries with a supplying potential of foreign students, in agreement with the International Cooperation Offices within Romanian universities;
• achievement of a permanent bond with the foreign students recruiting companies recognized by governments of their countries of origin;

4. Analysing application files received from the non-EU citizens who want to study in Romania, in order to release The Letter of Acceptance, after the universities preapproval            

In order to meet this objective, we consider: 

• elaborating statistics tables in colaboration with other public institutions related with foreign citizens issues; gather statistics data and validate them based on methodology;
• elaborating necessary papers for possible modifications and initiation of the law projects in our field of competence;
• validating foreign citizens studies certificates released by Romanian schools;
• exchanging information between public institutions in order to find out the foreign citizens who entered Romania on a study visa base and have an illegal status after visa expired;
• implementing the National Migration Strategy, by participating at several actions in the Inter-institutional Cooperation Mechanism.

5. Processing the application files of the foreign citizens nominated by Ministry of Education, Research and Innovation for scholarships granted by Romania; verifying the application files for foreign citizens who want to study in Romania.

6. Processing the application files presented by members of the diplomatic corps accredited in Romania, along with those of their family members, to study in our country.

7. Elaborating a "Unique Foreign Students Register".

8. Participation in partenership with interested universities, in competitional projects financed by Structural Funds. 9.  Taking part in permanent and general activities aiming the following goal:

• legislative acts projects initiation;
• taking part in the elaboration of reports requested by the Ministry of Education, Research and Innovation, Foreign Affairs Ministry, Government and Presidency;
• organizing and coordinating international and national seminars, conferences and work-shops;
• participating in the elaboration of Government Decision regarding the enrolment figure;
• editing the annual report about the objective fulfillment of the Governance Program, in cooperation with other specialized departments.
